Pick the substrate by the claim you need to make, not by price. Hydrogel carries the highest serum load and gives the premium jelly feel. Biocellulose gives the tightest adhesion and the cleanest fit for sensitive-skin positioning. Non-woven is the lowest-cost, fastest-running option and suits high-frequency, everyday-use products.
Hydrogel is a water-based polymer matrix that is the delivery system: actives are held inside the matrix rather than soaked into a carrier, so it releases over a longer wear time and does not slip. It is the most common choice for premium under-eye patches. The constraints are a higher unit cost and a narrower window for oil-soluble actives.
Biocellulose is a fermented fibre sheet with a very fine, skin-hugging structure. It adheres without adhesives and is often chosen for sensitive or post-procedure positioning. Non-woven is a saturated fabric: cheapest, fastest to run, and tolerant of a wider formula range — but it dries out fastest, which caps realistic wear time at roughly 10–15 minutes.

Yes, but treat it as a new development: adhesion, wear time and release profile all change, so the sample has to be re-approved.
